Our approach to the new Building Regulations Principal Designer and Client Advisor roles combine our traditional CDM 2015 health and safety expertise, along with the building regulations knowledge and experience of MRICS Chartered Building Surveyors to assess whether a building design will comply with all relevant requirements.
Building Regulations Principal Designer
The Building Regulations etc. (Amendment) (England) Regulations 2023 (“BRAE”) took effect 1st October 2023 and this updated legislation places significantly greater responsibilities on the Client to ensure design and building work are in full compliance with the Building Regulations and appointment of additional duty holders.
The BRAE does not replace CDM 2015, but applies additional duties to duty holders. Complying with CDM 2015 regulations is still a legal requirement and the Client must still appoint a CDM 2015 Principal Designer. The HSE recommends a single organisation undertakes the wholistic role of “Principal Designer”.
At RPP, we would be named a single point of contact and the organisational ‘Principal Designer’, with the health & safety and building regulations elements undertaken by separate experienced health & safety and building surveying specialists respectively.

Building Regulations Client Advisor
RPP can also provide dedicated client advisor services in relation to the BRAE.
Our approach and services provide Clients with key guidance and technical assistance in fulfilling their duties, including competency / SKEB (Skills, Knowledge, Experience & Behaviours) checks on the Principal Contractors, Contractors, Principal Designer and Designers, maintaining Client Duties tracker, assisting and recording evidence on the Client, as well as undertaking monthly audit reports during construction phase on Principal Contractors, Contractors, Principal Designer and Designers.
